The Energy Commission has set TNB’s Automatic Fuel Adjustment (AFA) rate for November 2026 at +3.60 sen/kWh. The surcharge remains above the automatic 3 sen band, but domestic users consuming 800 kWh and below are still exempt until 31 December 2026.
The Energy Commission’s Automatic Fuel Adjustment rate for November 2026 has been set at +3.60 sen per kWh. That is almost unchanged from October’s +3.61 sen/kWh, but it still means electricity bills carry a surcharge for the month.
According to Single Buyer, the computed AFA for November works out to 5.47 sen/kWh, or RM562 million, before the Energy Cost True-Up Adjustment brings it down. After a RM192 million offset, the final surcharge becomes 3.60 sen/kWh, below the +4.27 sen/kWh TNB had projected a month earlier.
This is the seventh straight month that the AFA has stayed positive. The article notes that domestic users consuming 800 kWh and below per month remain exempt from the AFA, retail charge and SST until 31 December 2026 under the government’s temporary expanded protection.
For higher users, the surcharge applies to the full month’s usage once the threshold is exceeded. The article also says the next three-month outlook points to higher surcharges in December 2026, January 2027 and February 2027, although those figures are projections and may change.
What it means for you: if your home uses more than 800 kWh in a month, November’s bill will include the +3.60 sen/kWh AFA surcharge on all usage.
