Only 33 JPJ-approved workshops for speed limiter retrofits, says Loke

Transport Minister Anthony Loke said only 33 workshops nationwide have been approved by JPJ to retrofit speed limitation devices on commercial vehicles. The ministry has postponed full enforcement because the approved workshop count is still too low for more than 200,000 affected vehicles.

Transport Minister Anthony Loke told Parliament on October 27, 2026 that only 33 speed limiter retrofit suppliers nationwide had been approved by the Road Transport Department (JPJ) as of October 26. He said this was not enough to support the large number of commercial vehicles that still need installation work. The ministry had originally planned to begin full enforcement on July 1, 2026, but announced on June 30 that it would delay that date. Loke said the postponement was made to give the industry more time to comply. According to the figures he gave, JPJ had recorded 106,651 verified installations among 207,083 active vehicles manufactured from 2015 onwards, a compliance rate of 51.5%. For vehicles made before 2015, only 34,514 out of 202,861 had recorded installations, or 17%. Loke said the requirement has not been cancelled or waived. The ministry is finalising a legal framework for installation, verification and enforcement, and will announce a new enforcement date once those matters are settled. What it means for you: Workshops handling commercial vehicles should expect more retrofit demand, but enforcement timing is still unsettled, so follow JPJ and Transport Ministry updates closely.
