MPS: No PSP or SP needed for home EV charger if no renovation is involved

Selayang Municipal Council says homeowners do not need to appoint a PSP, SP or building draughtsman to install a home EV charger if the charger uses the existing electricity supply and no renovation or construction is involved. If there is any renovation, owners must refer to the council’s Building Department.

The Selayang Municipal Council (MPS) says homeowners installing an EV charger for private use do not need to appoint a Principal Submitting Person (PSP), Submitting Person (SP) or building draughtsman, provided the installation uses the home’s existing electricity supply and does not involve renovation or construction work.

MPS clarified the matter after the procedure for installing a home EV charging bay was raised on social media. PSPs and SPs are qualified professionals, such as architects and engineers, who normally submit plans to local authorities.

If the work does involve renovation or construction, owners must check with the council’s Building Department. MPS also reminded homeowners to ensure the installation meets safety requirements and matches the home’s electricity supply capacity.

The council said the position applies to its own jurisdiction only, so residents in other local council areas should verify their local requirements. For home chargers, TNB’s guide says the wiring and distribution board should first be checked by an Energy Commission-registered contractor, while the charger must be approved by the Energy Commission and installed by an ST-registered installer.

What it means for you: If you are putting a home EV charger in Selayang without any renovation, you may not need a PSP or SP, but you should still check safety, supply capacity and your local council’s rules first.
