The Transport Ministry says JPJ issued 133,081 summonses to foreign drivers from January to August this year for various traffic offences. The biggest category was driving without a valid Competent Driving Licence.

The Transport Ministry said Jabatan Pengangkutan Jalan (JPJ) issued 133,081 summonses against foreign drivers from January to August 2026 for various traffic offences.

The figures were given in a parliamentary reply on 6 November 2026. The ministry said 21,232 of the cases were for not having a valid Competent Driving Licence (CDL).

It also reported 1,933 cases involving the absence of a Goods Driving Licence (GDL) and 85 cases for not having a Public Service Vehicle (PSV) licence.

The ministry said foreign nationals, including UNHCR card holders, who are caught driving without a valid licence are not offered compounds and will instead be charged in court. It also reminded vehicle owners and employers to ensure only licensed drivers are allowed on the road.

What it means for you: If you hire or lend a vehicle to a foreign driver, make sure the person has a valid licence for the vehicle type, or the case can end up in court.
