Transport Minister Anthony Loke said only 33 companies have been approved by JPJ nationwide to retrofit speed limitation devices (SLD) as of Oct 26, even though more than 200,000 vehicles need the installation. He said this is one reason full enforcement has been deferred.
Transport Minister Anthony Loke told the Dewan Rakyat on 27 October 2026 that only 33 companies had been approved by the Road Transport Department (JPJ) nationwide to provide SLD retrofit services as of 26 October.
He said the number is far too small compared with more than 200,000 vehicles that need the device installed. For vehicles built before 2015, the figure cited was 202,861 units needing retrofit.
Loke said the main challenge is retrofitting older commercial vehicles, because some are not compatible with the device and original equipment manufacturers may not be able to provide technical support. He said the ministry is giving the industry more time to comply.
He also said the legal framework for SLD installation, verification and enforcement has been drafted and will be gazetted soon. Full enforcement will only begin after the rules are gazetted and the remaining details are settled.
What it means for you: workshops handling commercial vehicles may see more demand for SLD retrofit, but only JPJ-approved providers can do the job.
