The Transport Ministry says 133,081 summonses were issued to foreign drivers from January to August 2026. Of these, 21,232 cases involved driving without a competent driving licence.
The Transport Ministry has disclosed that 133,081 summonses were issued to foreign drivers between January and August 2026 under enforcement against foreign motorists.
The figures were given in a written parliamentary reply by Transport Minister Anthony Loke, as reported by Paul Tan’s Automotive News on 6 November 2026.
The biggest offence category was driving without a competent driving licence, with 21,232 cases recorded. The report also said there were 1,933 cases involving no goods vehicle licence and 85 cases involving no public service vehicle licence.
The ministry’s figures show that enforcement against foreign drivers continues across multiple offence types, not only unlicensed driving.
What it means for you: Workshops and fleet operators should make sure any foreign staff driving in Malaysia have the correct valid licence class and documents before they go on the road.
